9/13/2019 8:28 PM Animal Complaint - Other East Main St. Officer was flagged down by complainant in reference to a canine that was left unattended inside a vehicle. Upon arrival, Officer noted the canine was not in distress. Officer was able to make contact with the driver and advised him of the complaint. Canine owner apologized and stated that he just went to a friend's house and was leaving. After determining everything to be fine, Officer returned to patrol.   Approved
9/14/2019 6:21 PM Traffic Stop East Main St. Officer conducted a routine registration check on a white Dodge Pick-Up traveling westbound on East Main St near Shepper Ave. The registration returned to, Todd Atchison, a suspended driver. Officer initiated a traffic stop with the vehicle and made contact with the owner/driver, Todd Atchison. Todd was later issued a citation for OVI/ALS Suspension and No Valid OL. Todd was picked up by a valid driver. Todd's vehicle was towed to the PCPD impound lot.     Pending
9/14/2019 5:33 PM Driving Complaint US Rt. 42 N  Officer responded to the area of US 42 and North Chillicothe in reference to a driving complaint. Dispatch advised that a blue Toyota pickup truck, with California plates was passing traffic in a dangerous manner. Officer made contact with the vehicle driver and advised him of the complaint. Driver stated that he did not believe he was passing dangerously and did not know why someone would call and complain about his driving. Officer advised driver to make sure he abides by all traffic laws and warned him of the consequences if his actions continued. Officer then returned to patrol.   Pending
9/14/2019 3:21 AM Domestic Violence - Misdemeanor Shepper Ave. Officer responded to the listed location in reference to a domestic dispute. Upon arrival, Officer made contact with the caller who stated that his brother Anthony Sullivan was inside the listed location and had been arguing and fighting with people throughout the night. Officer observed large bruises on each side of caller's neck. Upon entering the residence Officer observed another victim on the ground beside Anthony Sullivan.  Officer observed that Anthony had a large cut on his lip and appeared extremely intoxicated. Upon speaking to both victims further, Officer learned that Anthony was upset with caller and attempting to fight the caller.  Due to the severity of Anthony's cut, he was transported to the hospital by medic 261. Anthony will be charged with two counts of Domestic Violence.  A short time later, Anthony was placed back into custody and transported to Tri-County Regional Jail.   See case for further   Pending
9/15/2019 1:00 PM Driving Complaint South Jefferson Ave. Officer was dispatched to the listed location in reference to a driving complaint. Dispatch advised that the caller complained of silver Dodge Charger cut him off and almost caused an accident. Upon arrival, Officer located the dodge parked on the parking lot there.  Officer found an occupant in the passenger seat and advised her of the complaint and inquired where the driver was. Occupant advised the driver was in McDonald's. Officer later met with the driver and advised him of the complaint. Both parties advised that they did not cut anyone off. Officer then advised driver that his license is currently Failure to Reinstate. Driver advised he was unaware and would call for a ride. Officer advised   driver to ensure he does not drive and Officer then returned to patrol. McDonald's Pending
9/15/2019 2:51 AM Suspicious Person Maple St. Officer responded to the area of Maple Court in reference to a suspicious person complaint. The caller stated that she saw two males without shirts on in the area that she believed were wrestling. Upon arrival, Officer made contact with both subjects.  Both subjects stated that they had walked home from Lee's Sports and Spirits and denied wrestling. Officer advised both parties of the consequences if they were found wrestling while intoxicated in public. Officer then returned to patrol.   Pending
9/15/2019 1:20 AM Drunk Driver US Rt. 42 N  Officer was sitting stationary on US 42 when Officer observed a black Ford Fiesta traveling northbound make several marked lane violations and then cross over the center yellow lines and park in the middle of the roadway. Officer then initiated a traffic stop with the above vehicle r made contact with the driver, Wilondja Mupenda.  During the investigation, Wilondja was placed into custody for OVI. An open container was also located by UCSO.  Wilondja was issued a citation for Marked Lanes, Parking in the roadway, OVI, OVI-Super concentration, and Open Container. Wilondja was transported to Tri-Co Regional Jail.  Wilondja's vehicle was towed by the towing company to their lot.   Pending
