On the above date and time while on routine patrol, an officer observed a vehicle parked partially in the roadway facing the wrong direction in the area of 201 North Avenue. The officer also learned that the driver had an entered warrant out of Franklin County for not paying a traffic ticket. The officer made contact with the owner and learned that she was attempting to locate someone with a tire pump so she could pump the tire up on her car. Franklin County did not want to pick her up on the warrant, therefore the owner was advised of the warrant and not to drive due to her license being suspended. She had her neighbor drive the car home.

On the above date and time, officers responded to the listed location in reference to an intoxicated person. The residents called because guest showed up intoxicated and they did not want him there. Upon further investigation two syringes, and a spoon with residue were located.  Jason T. Trosper, 36yoa of Plain City was arrested for Possession of Drug Abuse Instruments and transported to the Tri-County Jail.

On the listed date and time, officers responded to the listed location in reference to a drug abuse complaint. Dispatch advised that the caller who wished to remain anonymous advised  that they could smell the odor of burning marijuana. Upon arrival the officers checked the area and did not detect an odors of marijuana and made contact with the resident and advised them of the complaint. They advised they were only smoking cigarettes and believed a neighbor was trying to get them in trouble with the landlord. The officers then returned to patrol.

On the listed date and time an officer responded to the listed location in reference to suspicious circumstances. The caller, advised that an unknown man had just showed up at his residence to tell him that he had bounced a check. The caller advised that he was not familiar with the person, nor had he been contacted by the company regarding the check. Upon further investigation it was discovered that a boyfriend of the employee took it upon themselves to represent the company in regards to the bad check. The suspect was given a warning for their actions and advised that the company had a procedure in place to handle these issues.

On the stated date and time, an officer responded to the listed location in reference to a 911 hang-up. Dispatch advised that they believe it was a juvenile playing on the phone. Upon arrival, and further investigation it was discovered to a be a juvenile who was playing on the phone. The juvenile was given a warning for their actions.  The matter was left with the parents to resolve.

The caller advised that her soon to be ex-husband was sending her harassing text messages and was parking near her residence. The caller did not want to pursue, but wanted the suspect contacted. The suspect was contacted and advised to refrain from the alleged actions.

On the stated date and time while on patrol an officer observed a two occupied vehicles parked on a closed business lot. Upon further investigation it was discovered that one of the vehicles had broke down. It was discovered that the other vehicles driver had taken his grandfathers vehicle without his permission. The grandfather advised that he did not wish to pursue with charges and responded to the scene and picked up his vehicle and grandson.

One of the parties was discovered to be consuming an alcoholic beverage. Christian E. Allen, 19yoa of London, Ohio was subsequently issued a summons for Underage Consumption.

Upon arrival and further investigation it was discovered that one student assaulted another student while on the bus. The parents did not wish to pursue with charges since the school was issuing disciplinary measures to the student.

Upon arrival at the listed location, an officer located two juveniles hiding in the shed at the rear of the residence. They advised that they were going to skip school. Officers arrived on the scene and met with a mother who advised us that she let who she believed to be the father of her child watch her son for a few days. She advised that he was now avoiding her while she was trying to pick her son back up. Contact was made with the male, who returned the child without incident. A referral was made with the MCDOJFS.

The complainant advised that several juveniles were playing on a snow mound located in the parking lot and that she had asked them several times to leave the premises and they failed to do so. Contact was made with the juveniles and they were explained the concerns of the business, given warnings and advised the need to vacate the property. Contact was made with the parents to advise them of the situation.

On the stated date and time,  an officer initiated a traffic stop on a vehicle on South Chillicothe street for driving off the right side of the road way. Upon further investigation Dustin A. Burchett, 25yoa of Plain City was placed into custody for OVI. The Hilliard Police Department's K9 officer was requested to the scene. The dog provided a positive alert to rear passenger area and the driver's door. During a search of the vehicle a metal Zippo tin containing Marijuana, and a brown colored glass pipe with burnt marijuana residue was seized.  Mr. Burchett was charged with Failure to Control, OVI, OVI Super Concentration, Drug Paraphernalia, and Possession of Drugs.

On the stated date and time, an officer responded to the area of SR 161 and the west corporation limits in reference to a driving complaint. The complainant stated that a red pickup, pulling a trailer of hay, was driving erratically and had no brake lights. The officer located the vehicle and initiated a traffic stop. The driver was advised of the complaint advised was unaware that he didn’t have any brake lights on the trailer. The driver was able to get the lights working and given a warning for the violation.

On the stated date and time officers responded to the listed location in reference to a man threatening to shoot patrons at the bar. Upon arrival contact was made with the caller. The caller stated that when he made contact with the suspect, who lives above the bar, he threatened to shoot him and everyone in the bar. While the officers were approaching the suspects door he stated that he was going to shoot the next person who knocked on his door.  Officers assumed a safe position and had the bar evacuated. Officers had dispatch give instructions to the suspect via public service. The suspect exited his apartment and was taken into custody without incident. Upon further investigation James P. Baldwin, 48yoa of Plain City, was subsequently arrested and charged with Aggravated Menacing, Disorderly Conduct and Inducing Panic. He was transported  to the Tri-County Regional Jail.

On the listed date and time, officers responded to the area of the listed location in reference to unknown subjects that had rang his doorbell several times and took off running. Officers checked the area but was unable to locate anyone.
Note: While checking the area the officer was advised that another resident from  Dickens called in and advised about someone ringing their doorbell earlier. The officers were tied up during this time with another call.

Upon further extensive investigation it was learned the account was made by a thirteen year old female, who was attempting to play a joke. The case was forwarded to the prosecutor for review.

Since 01/19/15 the party had not made restitution.  Contact was made with the suspect, she was advised of the complaint and consequences she faced if she did not make restitution. The party then contacted the business and made restitution.

On this date and time, an officer was advised of a loose dog walking east on East South Street. The dog was described as a white Great Pyrenees with a black muzzle harness. The officer located the dog and pushed it back toward its owner who was out looking for it. The owner apologized and advised that the clip for the tie-out in the back yard sometimes freezes, causing it to not latch completely on the harness.

The caller advised dispatch that they thought someone was trying to gain entry into her residence through the back door. Upon arrival the officers searched the area but did not locate any fresh footprints in the snow and did not observe anything out of the ordinary. Contact was made with the resident and they were advised of the findings. They were encouraged to call back if it were to happen again.

On the listed date and time, an officer responded to the listed location in reference to an animal compliant. The caller, showed the officer a vehicle with a small dog locked inside. The caller was concerned about the dog's condition with the weather being so cold. The dog appeared to be fine and the officer could not locate the owner of the vehicle. The officer returned to the listed location 30minutes later to check on the dog and the vehicle was gone.

On the above date and time, an officer responded to the listed location per the Madison County Sheriff's Office in reference to a possible injury crash. Upon my arrival, the officer located a vehicle that was located in a snow pile at the rear north side of the school. The officer made contact with the driver, who appeared to be intoxicated. The officer placed the driver in investigative custody until the arrival of MCSO. The driver was subsequently arrested by the Madison County Sheriff's Office for OVI. A breathalyzer test was performed at the PCPD per the request of the arresting Deputy.  The test results were .177 BAC.

On the listed date and time an officer responded to the listed location in reference to a truck and trailer stopped in the roadway loading property.
Upon my arrival, the driver was finished loading the property. He was advised that he was impeding traffic and not to park the roadway in the future.

On the listed date and time, an officer responded to the listed location in regards to a suspicious truck driving around in circles in the parking lot of the listed location. Upon arrival, the officer searched the area thoroughly and could not locate the vehicle.

On the stated date and time, an officer observed a green Honda parked on South Chillicothe Street (east side) at East West Avenue. Note: There are several "No Parking Signs" on the northbound side of South Chillicothe Street. The officer canvassed the neighborhood and was unable to locate the owner. A Parking Citation for "Parking Where Prohibited by Sign, was placed on the windshield.
