Officers responded on a report of a suspicious vehicle with two occupants. Upon arrival, officers found a male passed out in the vehicle, with drug paraphernalia sitting beside him. After further investigation, David Barbour, 35, of Plain City, was arrested and charged with Drug Paraphernalia. He was transported to Dublin Methodist by Medic 261. A probable cause search was conducted and an open container of alcohol was located. The passenger of the vehicle, Joshua Andorf, 34, of Columbus, was arrested and cited for Open Container. Joshua was released to a family member.

Subsequently, a passenger in the vehicle, Mary Sanders, 31, of Plain City, was charged with Possession of a Controlled Substance. The driver, Robin Price, 47, of Plain City, was issued a citation for Expired Tags.
