Officers responded on a report of a possible domestic dispute. After further investigation, one party was intoxicated and threw a large rock through the front window of the residence. The suspect left the property before officers arrived. Subsequently, Phoebe Knipp, 22, of Delaware, was charged with Criminal Damaging and Disorderly Conduct.
