Officer was dispatched to the area in reference to a loose dog. Upon arrival, Officer located a black male shih tzu. Officer captured the dog and transported it to the Police Department.  Officer was able to locate the owner through the Madison County Dog tag. Officer then transported the dog to its residence and released it to the owner's son.  He was advised of the ordinance prohibiting Dogs Running at large.

Runaway Juvenile

Gay St.

Officer responded to the listed location in reference to a runaway juvenile. Upon arrival, Officer made contact with complainant who advised his son left the house in an unknown direction. While attempting to locate the juvenile, complainant got a text message from his ex-wife and also juvenile’s mother, who was in Georgia. Mother advised she gave juvenile permission to stay at her residence.  Complainant and Officer then went to mother’s residence and spoke to juvenile. Juvenile was advised of the importance of listening to his father and not leaving the house without permission. Juvenile was given a warning for curfew. After speaking with all parties, juvenile was picked up by his grandmother and stayed at her residence for the night. After determining everything to be fine, Officer then returned to patrol.

Theft in Progress

South Jefferson Ave.

Officer was dispatched to the Dollar General in reference to a theft complaint. Upon arrival, Officers met with Kathryn Mershon and the manager. Officer learned that Kathryn concealed two packages of earrings and one tan pocketbook inside her purse. She exited the business without paying for the items. Kathryn was subsequently charged for Theft (ORC 2913.02A1) and released. She was also advised not to return to the business or she could be charged for Criminal Trespass.

Recovered/Found Property

Officer met with the manager at the Dollar General. She provided Officer with a debit card that had been left in the store for some time. Officer called the bank and learned that the card was no longer valid and it could be destroyed. The card was destroyed on this date.

Traffic Stop

West Main St.

While on routine patrol, Officer observed a maroon Ford F150 traveling westbound on West Main Street.  As Officer observed the vehicle, it crossed the double yellow line. Officer continued to follow the vehicle and once outside of Plain City, it nearly drove off the right side of the roadway. Officer initiated a traffic stop and made contact with the driver, Scott Rollins, and advised him why he was stopped Scott admitted that he did not have a valid driver's license. Upon checking his driving record, Officer learned that he was currently under multiple suspensions. Scott was subsequently issued a citation for FRA Suspension, No OL and Marked Lanes. Scott was released on the scene to a family member. His vehicle was towed to the Plain City Impound Lot.  See corresponding numbers for further information.

Other Dispute

South Jefferson Ave.

Officers responded to the listed location in reference to a verbal dispute. Upon arrival, Officer spoke with suspect who advised he was just fired from his job.  Suspect admitted to losing his temper and advised he was fed up with his job. Officer then spoke with the reporting party who advised that suspect was being disrespectful towards her and another co-worker. Complainant also advised that suspect did not threaten anyone or harm anyone; he was just yelling and kicked a few boxes.  Suspect was given a verbal warning for disorderly conduct and advised to leave the scene for the night. Suspect left without further incident. Officer then returned to patrol.

Traffic Stop

Fairfield Dr.

Officer observed a green Chevrolet pick-up truck at the intersection of Fairfield Drive and South Chillicothe St. Officer then observed the vehicle back all the way from the intersection into a parking space near the apartments on Fairfield Dr. Officer initiated a traffic stop with the vehicle and made contact with the driver, Justin Oppy. Justin was issued a traffic citation for No Valid OL and Child Support Suspension. Justin was advised not to drive until the suspension is taken care of.

US Rt. 42 N

Officer was requested by the Union County Sheriff’s Office to be on the lookout for a grey Ford pick-up truck with front end damage that was involved in a hit-skip accident on US 42 near Industrial Parkway. Officer observed the vehicle traveling southbound on US 42 near SR 736 and initiated a traffic stop with the vehicle, a grey Ford pick-up with heavy front end damage. Once assistance was no longer needed, Officer then returned to patrol.

Suspicious Circumstances

Officer was dispatched to the listed location in reference to a suspicious circumstance. The caller advised the listed location is vacant but noticed someone inside of the residence. While on the phone with dispatch, the subjects inside of the residence left and were seen on East West Ave in a blue SUV. Upon arrival to the area, Officer located the vehicle, a blue Hyundai.  Officer then made contact with subjects who advised they were cleaning the residence. Officer then made contact with the owner of the listed location who confirmed subjects had permission to be there. After determining everything to be fine, Officer then returned to patrol.

Animal Complaint - Other

Shepper Ave.

Officer observed a small white canine walking in the roadway at the intersection of Shepper Ave and Noteman Rd. Officer tried to approach the canine when it fled to the front porch of a house on Noteman Rd. While attempting to put a leash on the canine the homeowner came outside. Subject advised Officer the canine belonged to him. Subject was given a verbal warning for dog at large. Officer then returned to patrol.

Officer responded to the listed location in reference to a theft of property. Upon arrival, Officer met with complainant who advised she noticed a few items missing from her house on June 12th, 2019. Complainant then advised today she returned from running errands and noticed additional items were missing from her residence.  Complainant advised she searched the house and noticed more items missing.

Marijuana

South Chillicothe St.

Officer observed a green Honda Accord with no visible registration traveling northbound on South Chillicothe St. Officer initiated a traffic stop with the vehicle and made contact with the vehicle driver and his passenger, Tristyn Fox. While Officer was up at the vehicle, Officer noticed the registration was in the rear window of the vehicle (Not easily visible). Officer advised driver and Tristyn that K9 Andor would be performing an open-air narcotic sniff of the vehicle. Tristyn then advised Officer she had a bag of marijuana in her purse.  Officer then completed a probable cause search of the purse where Officer located a plastic bag containing raw marijuana. Officer completed a probable cause search of the vehicle but no other illegal substances/paraphernalia were located. Tristyn was issued a citation for Possession of Marijuana. Driver was given a verbal warning for failure to display. Officer advised driver where the proper placement of the registration should be on his vehicle. Officer then returned to patrol.

Dog Bite

No Name Alley

Officer met with complainant at the police department in reference to a dog bite. Complainant advised she was speaking with subject in the alley in between North Ave and Shepper Ave. Complainant advised she had her canine with her, on a leash, when subject’s canine got loose and attacked her dog. She advised the canine caused severe lacerations requiring immediate emergency surgery. Complainant stated that subject originally said that he would pay the bill until realizing the high total cost. Complainant, once arriving back into the town, then came to the department where she requested a report be filed. Complainant also advised she had minimal scratches and bruising while trying to get the other canine off her dog.  On 6-15-2019 Officer met with subject at his residence. Subject advised the incident occurred as complainant stated. Subject advised the canine belongs to his daughter who had taken the canine and left for the evening. Via public service, Officer made contact with canine owner. Canine owner was advised that she would be reached in the near future by the dog warden in reference to this incident.  All parties were advised this report would be forwarded to the Union Co. Dog Warden with potential charges being issued at a later date.

Officers were requested to assist the Union Co. Sheriff's Office in reference to a possible burglary at the listed location. Once assistance was no longer needed, Officers returned to patrol.

Recovered Stolen Vehicle

No Name Alley

Officer conducted a routine registration check on a blue Lincoln Town Car traveling northbound on a No Name Alley near East First Avenue. The registration returned with information advising the vehicle was stolen out of Licking County and was entered in as stolen by the Licking County Sheriff’s Office. Union County Sheriff’s Office advised the vehicle was confirmed stolen. Officer initiated a traffic stop with the vehicle on East First Avenue near North Avenue. Another PCPD Officer arrived on scene shortly after and assisted with the felony stop. The vehicle occupants were ordered out of the vehicle one by one and placed into custody. The first person placed into custody was the driver, Darrin Selby, the second was the front seat passenger, and the last was the back seat passenger, Clifton Bingham. During a probable cause search of the vehicle, a small bag of methamphetamine was located along with a glass pipe with burnt methamphetamine residue. It was also learned that female subject has an active protection order against Clifton. Clifton had a confirmed Domestic Violence warrant out of CPD and female subject had several traffic violation warrants. Darrin was booked into Tri-County for Receiving Stolen Property (F5), Aggravated Possession of Drugs (F5), Drug Paraphernalia (M4), BMV 12 Point Suspension (M1), No OL (UM), FRA Suspension (UM) and No Front Plate (MM). Clifton Bingham was booked in Tri-County for Receiving Stolen Property (F5), Aggravated Possession of Drugs (F5), Drug Paraphernalia (M4), and Violation of Protection Order and a Domestic Violence warrant out of the Columbus Police Department. Female subject was taken to Tri-County where they would not take custody of her because she was pregnant and her urine tested positive for illicit narcotics.  Female subject was later transported to the Get Go Gas Station on Perimeter Loop. Drunk Driver

South Chillicothe St.

Officer was on patrol when Officer observed a 2015 Jeep stopped in the middle of the road on South Chillicothe Street near Villa Dr. As Officer approached the vehicle, Officer noticed the vehicle was not running, but the keys were in the ignition. Officer made contact with the driver, Brandon Jinks, who asked Officer if Officer could take him home. Brandon had bloodshot and glossy eyes, a strong odor of an alcoholic beverage about his person and slurred speech. While speaking with Brandon, he advised he had consumed about ten beers and just left a friend’s house. Officer explained and attempted to have Brandon perform FST's, but Brandon advised he was refusing any and all tests. Brandon was placed under arrest for Physical Control without incident and transported back to the police department. Brandon was read the BMV 2255 form and refused a breath test. Brandon was cited for Physical Control and advised of his court date. He was then released to his sister, a valid driver.  With Brandon's permission, his vehicle was secured at the Plain City Elementary School by Officer.

Suspicious Person

Central Ave.

Officer was dispatched to the area of Central Avenue in reference to a suspicious person. The caller advised the male appeared to be holding a handgun. The caller thought that the gun was a toy (with a red tip) but was not sure.  A short time later, Officer made contact with suspect, at his residence. Suspect confirmed that he had walked through the area and was carrying an air soft gun. Officer recommended that in the future he put the toy in a bag or backpack and not carry it as it could cause issues.

Trespasser

South Jefferson Ave.

Officer was dispatched to the listed location in reference to a trespasser complaint. Dispatch advised that the caller was aware of subject being trespassed earlier in the week due to a shoplifting charge. Officer observed the suspect vehicle and initiated a traffic stop at Lil E's Ice Cream. Officer then made contact with subject who advised she had just left from shopping at Dollar General but had no recollection of the incident earlier in the week. Officer made contact, via public service, with Assistant Manager from Dollar General who declined on charges and requested Officer remind subject to no longer be on the property at Dollar General. Subject was issued a warning for Criminal Trespass. Officer then returned to patrol.

On the stated date and time, Officer received a direct call at the police department in reference to custody questions at the listed location. Officer made contact with both parties.  Officer answered all questions in regards to custody and returned to patrol.

CIT Incident

Maple St.

Officer was dispatched to the listed location in reference to a possible domestic violence incident. Dispatch advised there was an active fight between subject and her sister.  Upon arrival, Officer made contact with subject who was standing outside of the residence. While speaking with subject it was clear she was having a mental health episode.  While speaking with subject she agreed to go to the hospital voluntarily. Subject was then transported to hospital by Medic 261. Officer then returned to patrol.  A CIT was completed.

Other Dispute

Fairfield Dr.

Officer was dispatched to the listed location in reference to a dispute. Upon arrival, Officer made contact with complainant and suspect. They advised there was a dispute over the laundry room's washer and dryer. Once Officer arrived, complainant advised she did not want to pursue with charges for Assault. Both parties were advised to be more mindful of the other patrons at the apartment complex when doing laundry. Suspect was also given a warning for Disorderly Conduct.
