After further investigation, Hayden Morrison, 29, of Plain City, was cited for ACDA and charged with Disorderly Conduct. Lorne Penwell, 50, was issued citations for FRA Suspension, No OL, Hit-Skip and charged with Disorderly Conduct. Lorne Penwell, had a confirmed active warrant out of Madison County, was arrested and transported to Tri-County Regional Jail.
