On the stated date and time, a female identified by Plain City Public Library staff as Julie Dean and a male, identified as Samuel Dean, entered the Plain City Public Library property from the West Main St entrance. The subjects were placing a sticker on the dropbox.  The male also placed an identical sticker on a "Do Not Enter" road sign at the lot's south exit.  Julie and Samuel were served a copy of their criminal charges, each a criminal trespass and a criminal mischief.

Traffic Stop

SR 161 E

Officer initiated a traffic stop, and made contact with the vehicle driver and her passenger.  After further investigation, it was found the vehicle tags belonged to to another subject. Subject declined to pursue with any charges against driver. The vehicle was later towed as the plates were seized per subject's request. Driver was given a warning for the expired tags. Both parties were advised of the seriousness of operating on a prior owner's tags.

Officer observed a tan Dodge pick-up truck pulling a trailer without any properly working lights. Officer initiated a traffic stop with the vehicle and made contact with the driver and his passenger.  Driver was given a warning for the equipment violation.

Complainant contacted the Police Department via public service for telecommunication harassment. Officer advised complainat to block the number and that Officer would attempt to make contact with the suspect via public service to advise him to stop or he could be charged with telecommunication harassment. Officers went to the listed location to serve a warrant on Joseph Seum.  Joseph has an entered warrant for Theft (Indictment) out of the Madison County Common Pleas Court.  Upon placing Joseph into custody, he advised that he had already been served papers for this charge and had a court date coming up.  After confirming this with the Madison County Sheriff's Office, Officers were advised to release Jospeh.  Joseph was released from the scene, and Officers returned to patrol.  Note:  Officer confirmed the warrant was valid prior to attempting service.

Officer was requested by the Pickaway Sheriff's Office to go to the listed location and make contact with subject.  Upon arrival, Officer met with the mother of subject who stated subject was not at the listed location.  Mother would attempt to make contact with subject.  Mother then contacted the Pickaway County Sheriff's Office, and Officer returned to patrol.

Officer was given a driver's license belonging to subject.  Subject met Officer at Ferguson's Funeral home, and Officer identified subject with the picture on her license.  Subject’s property was returned. Officer then returned to patrol.

Officers went to the listed location to attempt a warrant service. Officers were aware that Adam Kaetzel had an entered and confirmed warrant out of OSP for a Parole Violation. Adam was placed into custody for his warrant and transported to Tri-County Jail.  Adam received additional charges for Drug Abuse Instruments and Obstructing Official Business. All narcotics at the scene were seized and will be sent to BCI for testing. See case for further.  Note: Due to the living conditions inside the apartment a copy of this report will be forwarded to the Union County Department of Jobs and Family Services.

Officer observed subject next to his Dodge Dakota behind the listed location after hours. Business owner stated that permission was given, but no permission was given to be in the shed and wished for subject to be asked to leave the property. Officer verbally trespassed subject from the listed location, and he left the property.

Officer discovered an envelope on the administrative assistant's desk which contained some cards belonging to subjects.  Officer called and spoke to female subject who advised she would try to come in sometime this evening to pick the cards up.  Officer reviewed the building's video footage and discovered an unknown subject placing the envelope through the Police Department’s window. 

03/22/2021 @ 1800: Officer Rubio returned the cards to female subject.

Officer made contact with subject per the request of Marysville Police Department at the listed location for a well-being check. Upon arrival, subject advised she wanted a ride to the hospital. Medic arrived on scene and transported subject to hospital. Officers re-laid all the information to Marysville Police Department. Officers then returned to patrol.

An anonymous person called in a driving complaint stating that the person in front of them was driving a grey Hyundai and is driving under the posted speed limit and all over the road. Officer arrived at the listed location and found a car matching the description in front of the listed location. After determining everything to be normal, Officer returned back to patrol.

Driving Complaint

East West Ave.

Officer responded to the area of East West Ave in reference to a driving complaint. The caller (who wished to remain anonymous) stated that, a known subject, was driving a black Chevy Silverado recklessly in the area and appeared to exit her vehicle and vomit. Upon arrival, Officer checked the area and was unable to locate any vomit in the area. Officer advised subject that Officers had received previous complaints of her reckless driving. Subject stated that she would slow down and drive more carefully. Officer then returned to patrol.
