The camper was attempting to pull out her fifth wheel, with a truck, when the pulling truck became stuck in the mud. Manager was concerned that additional damage to the ground would occur by the tow-truck. The rollback tow-truck successfully extracted the vehicle and the camper. Officer located the vehicle heading north on Plain City Georgesville Road near Darby Fields Blvd. Officer observed driver and owner of the vehicle to be Hugh Butler. Upon further investigation, Hugh was placed into custody for OVI. Hugh was issued a citation for OVI, OVI Concentration and Driving Under Suspension outside restrictions/privileges. Hugh was later transported to his residence where he was released. Hugh's vehicle was impounded and towed to the Police Department’s impound lot where it was secured. Officer then spoke with subject who occupied lot 33 and subject stated that he was originally on lot 34 but the ground was too loose to support his camper, so he moved to lot 33. Subject advised that lot 33 was just as loose and that he would need to get a tow off the lot. Complainant had a driving RV that would have sunk in lot 33 so she agreed to park at a lot that would support her vehicle. Both parties agreed to the status quo until Park Manager could provide an amenable solution.
