Officer responded to the listed location in reference to possible dispute/intoxicated person. Upon arrival,  Officer spoke to the caller who advised Officer just prior to Officer’s arrival two men were arguing and appeared to be intoxicated. Caller advised they had left prior to Officer’s arrival and were traveling southbound on US 42 in a blue Honda CRV. Officer forwarded MCSO and OSP of the vehicle description. Officer then returned to patrol.

South Chillicothe St.

On the stated date and time, Officer met with complainant at her residence regarding the use of a drone. Complainant advised Officer that her neighbor was flying his drone over her residence while she was in the back yard.  Caller advised that she confronted her neighbor and advised him that it was inappropriate for him to be flying it over her house and watching her. Neighbor told complainant that there was nothing illegal about his actions and she requested to know her options. Officer advised complainant that the flying of a drone was not illegal, unless neighbor was committing a specific criminal act or in violation of the FAA. Officer advised complainant that if neighbor were to fly the drone to purposefully watch complainant and irritate the dog, then there is a possibility for criminal charges. Complainant did not want Officer to speak with the neighbor, but just wanted the incident documented in the event that it happened again.

Warrant - Misdemeanor

West Ave.

Officer was traveling westbound on West Ave behind a brown Chevrolet Pick-Up Truck when Officer observed the vehicle fail to stop at a red light at the intersection of West Ave and South Jefferson Ave. Officer initiated a traffic stop with the vehicle and made contact with the vehicle driver, Carl Harrow, his front seat passenger, and back seat passenger, Kevin Murray. After further investigation it was found Carl's license was suspended. It was also found that Kevin had a statewide pick-up warrant out of the Hancock County Sheriff’s Office for failure to appear on a traffic violation.  Officer then had K9 Andor complete an open air search of the vehicle. Andor gave positive alert to the front driver’s side door. During a probable cause search of the vehicle prescription narcotics were located inside the vehicle not belonging to the occupants. Kevin was later transported to the Tri-County Jail and booked in on his warrant. Carl was issued a traffic citation for Red Light, Failure to Reinstate X2, and No Valid OL.  Front seat passenger was a valid driver and drove the vehicle away.  Additional charges pending.

Lost Property/Not Stolen

South Jefferson Ave.

Officer met with complainant at the police department. Complainant advised Officer that her husband and she were at McDonalds on 04/13/2019. They believe that he accidentally left his wallet in the booth.  They came back to the restaurant and inquired on the wallet, but none of the employees knew anything about it. Complainant didn’t think to report it at the time, but complainant needed a police report in order for husband to retrieve a new SSN card. Officer advised complainant that a report would be on file for her. Officer then returned to patrol.

Officer was requested by the UCSO to respond to the listed location in reference to a possible burglary in progress. After assistance was no longer needed, Officer returned to patrol.
