After further investigation Officer learned that subject was watching television in a closed-in back porch type area and had all of the windows open. The complainant advised that during the pickup, ex-girlfriend got upset and began yelling and ultimately threw a plastic cup containing an unknown substance at complainant's girlfriend, who was seated in his vehicle. The cup with unknown liquid landed in the car, with the liquid splashing onto girlfriend's face and clothing and also soaking the interior of complainant's vehicle. Dispatch advised that subject stated he was in a domestic dispute with his girlfriend and was now having chest pains. Upon arrival, Officer made contact with subject who stated that he had been in a verbal dispute with his girlfriend at her residence. Subject stated that he left on foot and began having chest pains. Girlfriend confirmed that the dispute was strictly verbal and stated that she was upset with subject and asked him to leave. Upon further investigation, Officer learned that the phone belonged to female subject's younger sister. Sister advised that she had been on the phone with her boyfriend and must have accidently activated the phones emergency call. While speaking with the parties, the parents became involved in a verbal dispute. After speaking to both parties further they agreed to remain calm and separate for the remainder of the night. The caller advised he observed a shirtless male, stumbling and carrying a chair down East Second Ave. Upon arrival, Officer located Adam Kaetzel asleep on a chair, in the very back of the listed location. Adam woke up and advised Officer that he was at another location, but left because his friends were arguing. When the police arrived at the other location, he decided to sit at the location and wait for the police to leave. He also advised he had a warrant (confirmed) out of the Ohio Department of Rehab Correction and Adult Parole Authority. I then placed Adam under arrest and conducted a search incident to arrest. Upon searching Adam, I located a small red bag and tin foil in his front left pocket. Inside of the red bag contained a small plastic bag with 3 small white pills, a small plastic clear bag with hearts containing a white substance, and a black substance appearing to be heroin. The homeowner of the listed location, Kevin Cunningham, declined to pursue with any charges. Adam was transported to the Tri-County Regional Jail by UCSO Payton. While speaking with the driver, Kenton Eggleston, he appeared to be under the influence of a narcotic. While trying to conduct an OVI investigation, he was concealing an object in his right hand. He was asked several times about the item and refused to show it to Officer. Kenton would not comply with instructions and pulled away when I was trying to detain him. Kenton was subsequently charged OVI, Resisting Arrest (M1 due to a few cuts/scrapes on my right elbow and left knee) and Obstructing Official Business. Upon further investigation, it was learned driver had marijuana in his right jeans pocket.
