On the stated date and time, Officer was dispatched to the listed location in reference to a suspicious vehicle/person. The caller advised she observed a suspicious male on her Ring doorbell system. The vehicle was parked behind the listed location and a male was seen walking around the property. Upon arrival, Officer observed a white 2015 GMC truck and spoke with owner, who was cutting down several trees for the owner of the property. After determining everything to be fine, Officer returned to patrol.

On the stated date and time, Officer conducted a routine registration check on a silver 2005 Cadillac sedan  traveling northbound on US42 near West Ave. Officer learned the registered owner, Anthony Gracia, did not have a valid license and appeared to have a warrant out of Marion Co. Sheriff's Office for Assault.  The registered owner was the passenger of the vehicle.  Anthony was placed into custody and placed in Officer's cruiser. Officer then made contact with the driver, Jennell Ferro. Jennell advised she had a license out of California. Later it was learned the license had been suspended since 2013. Janelle was issued a citation for No Valid OL and Driving under Suspension. Anthony was released, later, after learning he did not have a warrant and it was attached to his brother.  The vehicle was parked on Chillicothe St. until a valid driver could arrive on scene. Officer  then returned to patrol.

On the stated date and time, Officer responded to the listed location in reference to a suspicious vehicle complaint. Caller stated that she received a call from her daughter stating that a white van pulled into their driveway.  Two males then exited the vehicle and walked around the residence.  Upon arrival, Officer checked the area, but was unable to locate the suspect vehicle or its occupants. Officer then made contact with caller's daughter, who stated that she was unable to see the men clearly and that the males did not attempt to enter the residence. Officer then advised caller of findings and returned to patrol.

Passengers have possible charges pending reference Possession, Obstruction, Tampering with Evidence and Drug Abuse Instruments. Further case pending.

Upon arrival, Officers learned that there was a domestic dispute between juvenile and his father. Juvenile tried to punch his father several times and admitted to trying to hit him. Juvenile admitted that he wanted to harm himself.  Medic arrived on the scene and transported juvenile to the hospital.  Juvenile will be charged for Domestic Violence.

On the stated date and time, Dispatch received a call advising that the caller's son was home alone and had been making comments about wanting to harm himself. Upon arrival, Officer made contact with the son who appeared to be fine. Caller's son stated that he said those things out of frustration and did not actually want to hurt himself. Officer relayed this information to caller. After determining everything to be fine, Officer returned to patrol.

Two anonymous callers advised a man in a blue jacket was going door to door attempting to solicit services for a pest control company. Laurence advised he was unaware and thought his company had gotten proper permits. Laurence was later issued a summons for peddler/solicitor.

Caller noticed that the new sticker was missing, but the old sticker was still on the license plate. Caller did not want to drive the vehicle without one. Officer advised that the incident would be documented and that he could put the report in his vehicle until the BMV offices re-open. Officer also advised that he could drive the vehicle as long as the registration was not expired.

Upon arrival, Officer observed the suspect vehicle, a tan Honda Accord and made contact with the occupants. Officer asked what they were doing and they advised they were only "making out" and did not engage in sexual activity. They were advised to find a more suitable location. Once determining everything to be okay, Officer returned to patrol.

On the stated date and time, Officer responded to the listed location in reference to a possible domestic dispute.  Upon arrival, Officer made contact with caller, who advised that her daughter was upset because caller had used an app to remotely lock her cell phone. Caller stated that her daughter continually confronted her about it and began to kick at both her and additional resident. Officer explained the consequences if her actions continued. Officer explained the process to file unruly charges to caller. Caller thanked Officer, who then returned to patrol.

On the stated date and time, Officer met with subject at the listed location. Subject stated that he went through the drive thru and attempted to cash a check. Subject advised that the money he received was shy of the full total and requested Officer search him and his vehicle to prove that he did not receive the full amount. Officer then spoke to the teller, who advised she got the money from the vault and did not count it before giving it to subject. Teller stated she spoke to a regional manager, who advised her to give subject the missing money. Once subject received the correct amount, Officer returned to patrol.

On the stated date and time, Officers were dispatched to the listed location in reference to a domestic dispute. Upon arrival, Officer could hear yelling coming from inside the residence and made entry through the front door.  Upon further investigation, Officer learned there was a verbal altercation that took place after juvenile refused to listen to his mother. A short time later, the altercation escalated and juvenile pushed his mother five times. Juvenile was charged with Domestic Violence. Madison County Juvenile Probation was contacted and advised Officers to allow juvenile to stay with a family friend. Juvenile's mother declined a TPO and contact with a VOCA representative. Officers then returned to patrol.

On the stated date and time, Officer was on patrol in listed location when observing a small black canine and a small white canine running loose in the roadway. Officer attempted to retrieve the canines, but they ran away. Officer made contact with the owner who was able to retrieve the canines. Officer then returned to patrol.

On the stated date and time, Officers responded to a No Name Alley that runs between Shepper Ave and North Avenue in reference to an injury accident.  Upon arrival, Officer observed a Maroon Chevrolet Malibu and a Silver Jeep SUV.  Officer spoke to the driver of the Malibu who advised that he was traveling westbound in the Alley when the Jeep, traveling northbound on a connecting no name alley, failed to yield and struck him. The driver of the Jeep, Kaleb Kelly, confirmed that is what happened.  Kaleb was later issued a citation for Failure to Yield at an Intersection/Alley. Kaleb’s vehicle was towed from the scene.  Officer then returned to patrol.

Upon arrival, Officer observed a White Chevrolet Truck that had been struck by the uprooted tree. Officer spoke to the vehicle owner, who advised the vehicle was parked in the alley when the tree fell over causing damage to the front passenger headlight assembly. Officer also made contact with the property owner and renter of the garage. The Street Department blocked off the roadway and the property owner advised he would have the tree removed tomorrow. Officer then returned to patrol.

On the stated date and time, Officer responded to the listed location in reference to an intoxicated male. Caller advised dispatch that a male subject was unconscious in the driver’s seat of a black Chevy Suburban parked in front of the business. Upon arrival, Officer observed the vehicle and was able to wake the driver, Darrick Phillips. Darrick had a strong odor of alcohol coming from his person as well as an open can of Twisted Tea in the vehicles center cup holder. Upon further investigation, Darrick was placed into custody and transported to the Plain City Police Department. Darrick was subsequently issued a citation for Physical Control and a summons for Open Container. Officer released Darrick into the custody to a friend and returned to patrol.

On the stated date time, while at the listed location, Officer was given a PNC Bank Account Reference Card by employee. Employee advised that she located the card on the floor of the business and didn't know what to do with it. Officer took possession of the card. The card will be mailed to PNC Bank with a copy of this incident report for reference.

Obstruction of Official Business

Plain City-Georgesville Rd.

On this date and time, Officers were advised of a vehicle pursuit that the Ohio State Highway Patrol had on US 42.  OSP advised they were northbound when they lost sight of the vehicle and disengaged.  Officer passed the vehicle on near SR161 and lost sight of it temporarily. A resident on West South Street called and advised that the car was ditched on Dry Street, two occupants fled the scene in different directions. The female was located a short time later.  After an extensive search, the male was located at Forest Grove Cemetery.  Officers also located a white vehicle that was in the area to pick the male subject up. The driver of the white vehicle, Charles Crusie, lied and said that he was on his way from Woodstock to Milford Center. Officer was able to determine that he was in fact there to pick the male suspect up.  Mr. Crusie was arrested for Obstructing Official Business and was transported to Tri-County Regional Jail. The other two suspects were arrested by OSP and the vehicle was impounded.

Upon arrival, Officer made contact with reporting party, who advised subject was walking his canine when it got loose. Reporting party advised that this is an ongoing issue. Officer made contact with subject and his father. Subject stated the canine was growling at him, so he let the dog walk without a leash. Officer explained subject could not walk the dog without a leash and that if he could not control the dog, he could not take it for walks anymore.  Subject stated that he understood, Officer then returned to patrol.

On the stated date and time, Officer responded to the listed location in reference to a neighbor dispute. Upon arrival, Officer spoke with the reporting party, who advised his neighbor had a small fire and the smoke from the fire was making the inside of his house smell. Officer checked the fire, which was small and contained, and spoke with the neighbor, who put the fire out and advised he would move the pit in the future. Officer then returned to patrol.

Officer recognized the canines and who they belonged to.  Officer transported the canines to the residence.  Officer advised that that this would be the last warning for canine owner's dogs running at large and any further instances would result in criminal charges. Upon arrival, Officer made contact with caller, who advised that there were two racoons on his property, one trapped under a box in his yard. Caller stated he was worried that the racoon would get run over by a car because it was only a baby. Officer advised caller to release the racoon because it was a wild animal and it could potentially hurt him. Caller released the racoon, Officer then returned to patrol.

On the stated date and time, Officer was dispatched to the listed location in reference to a suspicious person. The caller advised a male wearing a yellow vest parked a red SUV and began walking behind houses in the area. Suspect appeared to be documenting something, he did not have a badge and was only at houses for a short time. Upon arrival, Officer searched the area but was unable to locate anyone matching that description.  Officer did not observe anything suspicious.  Officer then returned to patrol.

Upon arrival, Officer met with caller, who advised a 2001 Chevrolet has been parked in the grass behind the listed location for two years. Caller requested the vehicle be removed. Officer made contact with property owner and advised him of the request. Officer attempted, but could not locate the owner of the vehicle. Property owner was advised of their options and stated he would have the vehicle removed. Officer then returned to patrol.

On the stated date and time. Officer observed a white Cadillac Escalade traveling westbound at listed location.  Officer found the vehicle registration to be expired and initiated a traffic stop. Upon making contact with driver, Officer learned that the driver was a minor and did not have a valid driver’s license. Juvenile advised that the vehicle belongs to his father and that he was using it to pick up his girlfriend, the passenger of the vehicle. Juvenile was given a warning for the Expired Registration and subsequently charged with Operating a Motor Vehicle without a Driver License as well as received a juvenile traffic offense citation. Once juvenile's father arrived on scene the vehicle was released to him, Officers then returned to patrol.

Officer detected an odor of raw marijuana when Officer made contact with the vehicle driver and passengers.  Occupants advised there was a small amount of marijuana in the vehicle. During the probable cause search, Officer located and confiscated the marijuana from the front passenger floorboard. Driver was given a verbal warning for the traffic violation. Passenger's mother was contacted and advised of the incident, as passenger is a minor. Officer then returned to patrol.

On the stated date and time, Officers were dispatched to the listed location in reference to an unruly juvenile.  Upon arrival, Officer could hear mother and juvenile arguing. Juvenile was being argumentative and disrespectful towards his mother, step-father, and responding Officer. Officer learned that juvenile has snuck out of the house the past few nights and is constantly disobeying his parent's instructions. Juvenile will subsequently be charged with Unruly, at mother's request.  See case for further information.

While inspecting the vehicle, Officer was able to make contact with the vehicle owner, who was able to provide vehicle registration. Owner moved the vehicle to his residence without incident. Officer then returned to patrol.

On the stated date and time, Officer was dispatched to the listed location in reference to a suspicious circumstance.  The caller stated that there was a child's bicycle and helmet lying on the ground near the bridge on the bike path. Upon arrival, Officer met with a few adults in the area, who stated that the bike was reunited with the child and their mother.  After determining everything to be fine, Officer returned to patrol.

On the stated date and time, Officer was dispatched to the listed location in reference a suspicious vehicle with a male sleeping inside. Upon arrival, Officer observed a white Nissan 4-door sedan with four occupants sleeping inside. Occupants advised they had come from a nearby residence and were wanting to take a quick nap before going to a haunted residence. They then slept through the night in front of the listed location. Upon further investigation, marijuana and drug paraphernalia, a metal grinder with marijuana residue, was handed over. A probable cause search of the vehicle was conducted, resulting in finding a glass bowl with marijuana residue. All parties were then released from the scene. Officer then returned to patrol.

Non-Injury Crash

Plain City-Georgesville Rd.

On the stated date and time, Officer responded to the listed location in reference to a non-injury crash. Andrew Schnack was traveling northbound in his 2006 Subaru, when he looked down to change his radio station, causing the front bumper of his vehicle to strike the rear bumper of a 2019 Honda CRV. Officer detected a strong odor of alcohol coming from the Honda CRV’s passenger, Abigail Branham. While Officer spoke with driver, Abigail continued to lose consciousness. Officer requested a medic to respond to evaluate Abigail, who was transported to hospital due to her level of intoxication. Due to heavy damage, Andrew’s vehicle was towed from the scene. Andrew was subsequently issued a citation for ACDA. Abigail will be issued a summons for Underage Consumption. Andrew was transported to his residence, Officer then returned to patrol.

On the stated date and time, Officer was dispatched to the listed location in reference to a driving complaint. The caller stated that there was a small red, motorized toy car driving around. Callers advised that it was very loud and that they did not think it was permitted to be on the roadway. Officer went to the residence where callers observed the subjects put the toy, but no one was home. The following day, Officer made contact with subject and advised her of the complaint.

On the stated date and time, Officer conducted a routine registration check on a red Geo Sedan bearing traveling westbound in the listed location. The registration returned to Kenneth Mounts, a suspended driver. Officer initiated a traffic stop and made contact with Kenneth, who advised he had methamphetamine on his person. Officer completed a search incident to arrest on Kenneth’s person and located a small plastic container containing what appeared to be methamphetamine. During a probable cause search of the vehicle, Officers located a marijuana joint, a metal marijuana pipe, a ceramic pipe, and a digital scale. Kenneth was later given a citation for No Valid OL and Non Compliance Suspension. Kenneth was later given a ride by Officer, as his vehicle was towed to the PCPD Impound lot by Kirby’s Towing.

On the stated date and time, Officer observed a white Chevrolet SUV traveling southbound at the listed location. The vehicle had no working brake lights and the registration returned to a non-valid driver. Officer initiated a traffic stop with the vehicle and made contact with the vehicle driver, Michael McKillips. Officer learned Michael had a warrant out of the Columbus Police Department for Domestic Violence and that he did not have a driver’s license.  Michael was later arrested and placed in the custody of CPD Officer. Michael was issued a traffic citation for No Valid OL and Brake Lights Required.

On the stated date and time, Officer was on patrol in the listed location when conducting a routine registration check on a 2005 blue Dodge Durango. Officer learned the registered owner, Tejuan Bennett, had an entered and confirmed warrant out of Madison County Sherriff’s Office for Failure to Appear on a Traffic Offense (Driving under Suspension). Officer then initiated a traffic stop and made contact with the driver and the passenger, Tejuan. Tejuan was placed in custody without issue and advised he had marijuana in his possession. The marijuana was located and a probable cause search was conducted on the vehicle.  Nothing further was located. Tejuan was transported to Tri-County Regional Jail.  Driver was advised that the vehicle’s tags were expired and then released from the scene. Officers then returned to patrol.

On the stated date and time, Officer was on patrol near the listed location when conducting a routine registration check on a gold Chevy pickup truck. Officer then learned the registered owner, Bryan Birtcher, had an entered and confirmed warrant out of Madison Co. Sherriff's Office. The vehicle then went to the listed location, where Officers made contact with Bryan as he exited the business and placed him into custody. Upon further investigation, heroin was located on Bryan's person, a straw for heroin consumption was located in the visor, more heroin was located under the driver's seat and an open container of Corona beer was found in the center console. Bryan was transported to Tri-County Regional Jail, his vehicle was left on scene. Bryan was later charged with Drug Paraphernalia and Open Container. Bryan requested Officer make contact with a family member to pick it up.

Telecom Harassment

West Main St.

On the stated date and time, Officer met with reporting party at the listed location in reference to a telecommunications harassment complaint.  Reporting party advised that she has received several phone calls/vulgar text messages from subject, previous tenant, accusing her of stealing his ATV. Reporting party advised subject that the ATV was impounded and subject owed her money for damages. Officer made contact with subject to advise him that this was a civil matter and he needed to cease all contact or he would be criminally charged. Subject was very argumentative and advised that he was going to file the ATV stolen with his insurance company. Officer advised him of the possible consequences, since the ATV was not stolen, and that the police department would not get involved. All parties were advised to contact their attorneys for civil damages and property.
