On the listed date and time, Officer was dispatched to the listed location in reference to an activated alarm. Upon arrival, Officer observed that the front door on the right side had been busted open. The subjects made entry and took approximately $1,592.31 and $400 from each cash register.  Case pending.

Neighbor Dispute

On the stated date and time, Officer was dispatched to listed location in reference to a neighbor dispute. Upon arrival, Officer met with subject.who stated that she is having ongoing issues with neighbor. Subject stated that this morning while walking, her neighbor opened her front door and started cursing and yelling. Subject stated she did not say anything to neighbor and felt the actions were threatening and inappropriate. Later that day, Officer made contact with neighbor.  Neighbor was advised to no longer have contact with subject. Subject was advised the same.

On the stated date and time, Officer was on patrol when pulling into the listed location to let a large truck pass. When Officer pulled into the driveway, his vehicle scrapped the sidewalk, causing an indentation. Officer notified the construction manager. Manager stated that the damage was minor and he did not need anything from Officer or the police department. Officer then returned to patrol.

The caller advised a burly, bald white male wearing red and black was walking into resident's yards and picking up signs. Officer later observed off-duty officer matching the description provided, retrieving Police Levy signs. Once determining everything to be okay, Officer returned to patrol.

Suspicious Circumstances

North Ave.

On the stated date and time, Officer responded to a report of a suspicious circumstance at the listed location. Upon arrival, Officer spoke with the caller who stated that she heard a casual knock on her door and was not sure who it was. Caller was concerned with the situation due to it being so late at night and requested someone to stay in the area. Officer advised caller that he would keep a lookout for anything suspicious while on patrol. Everything appeared to be ok and there was no emergency. Officer then returned to patrol.

On the listed date and time, Officer was on patrol in listed location when observing a flashing light towards SR161W corporation limits. Upon checking the light, Officer observed that a barn was on fire.  Once the fire department was on scene Officer assisted with traffic control. Once assistance was no longer needed, Officer returned to patrol.

On the stated date and time, Officer was dispatched to the listed location in reference to theft of medication. Upon arrival, Officer met with reporting party who advised he was recently admitted to the hospital for several weeks. While he was at the hospital, someone stole over 120 Vicodin (unknown mg) pills, and 14 Oxycodone pills.  Subject stated he did not want to pursue with any charges and wanted a report for his doctor’s office.

Traffic Stop

West Ave.

On the stated date and time, Officer  observed a silver Dodge Van bearing traveling westbound on West Ave near South Jefferson Ave. The van did not appear to have a license plate and only had one operational brake light. Officer  initiated a traffic stop with the vehicle and made contact with the vehicle driver, Orlando Garnes, and the passenger/vehicle owner.  Orlando then advised Officer  he did not have a driver’s license.  Vehicle owner advised Officer she had not had the time to transfer the registration due to  the BMV being closed.  Vehicle owner  provided Officer  with a  notarized title showing she purchased it on 02-28-20.   Orlando was later issued a citation for OVI Suspension, No Valid OL, Non Compliance Suspension. Officer  moved the vehicle to the Dollar General parking lot where permission was given to park it overnight.  Officer  gave both subjects a courtesy ride to their residence.

On the listed date and time, Officer was dispatched to the listed location in reference to a 911 follow up. Upon arrival, Officer met with the caller who apologized for the error and advised she had accidently hit the alert setting on her cellphone. Upon determining everything to be okay, Officer returned to patrol.

Unauthorized Use of a Vehicle

On the stated date and time, Officer responded to the listed location in reference to an unauthorized use of a motor vehicle. Upon arrival, Officer spoke with the reporting party who advised her boyfriend was in possession of her vehicle, a black Dodge Sedan. Subject advised her boyfriend was supposed to return home and that she had contacted him multiple times with no success. Officer left a voice message for reporting party's boyfriend to advise him to return the vehicle as soon as possible. Reporting party was also advised her boyfriend's license is suspended so she shouldn't be letting him use the vehicle.  A short time later, Officer was notified that subject's boyfriend had returned with the vehicle.  Officer responded to the residence to speak with subject.  Once subject's boyfriend gave her the keys, Officer returned to patrol.

On the listed date and time, Officers were dispatched to the listed location in reference to two unwanted females challenging the caller’s granddaughter to a fight. Upon arrival, Officer observed 3 females in the front yard with a physical altercation occurring. Officer  placed Emily Martinez in administrative custody. Officer then spoke with a witness and her juvenile daughter.  Officer confirmed  that both girls were mutually fighting from another juvenile who witnessed the altercation.  Officer advised since both Emily and juvenile subject were mutually fighting each other they both would be charged with Disorderly Conduct. Emily was later issued a summons for disorderly conduct and released pending court date.  Officer advised mother of juvenile that she would receive paperwork from the Madison County Juvenile court at a later date.  Officer released the juvenile witness to her dad's girlfriend due to being unable to reach her mother. Officers returned to patrol. See case for further.

On the stated date and time, Officers responded to the listed location in reference to a domestic dispute. Reporting party stated she no longer wanted subject to stay at the residence due to a prior dispute involving reporting party’s vehicle.   Subject  volunteer to leave the property for the evening and stated that he would wait outside for his cousin to come and pick him up. Officer advised reporting party that subject would be leaving the property tonight. The two parties remained separated and both units  returned to patrol.

Domestic Violence - Felony

On the listed date and time, Officer  was dispatched to the area of South Chillicothe and Main Street in reference to a domestic violence that had occurred. Upon arrival, Officer met with victim who  advised that her live in boyfriend, Dana Pollard, had hit her in the chest, arms and face with a small rod.  This occurred inside their apartment and caused injury to her.  A short time later, Officers along with a  MCSO Deputy located Dana inside the residence.  Dana resisted being handcuffed and refused to walk.  Dana was charged with Domestic Violence (ORC 2919.25A (F5), and Resisting Arrest (ORC 2921.33A) and transported to Tri-County Jail.  See case for further.

On the stated date and time, Officer met with complainant at the police department. Complainant advised he received an email that used vulgar language and threatened him if he didn't pay a certain amount. Officer advised complainant that this was a common scam and encouraged him to change all the passwords on his computer to ensure that nothing was compromised. Complainant advised  that he wanted the police department to be aware of the incident and did not suffer a loss.

Domestic Violence - Misdemeanor

On the stated date and time, Officer responded to the listed location in reference to a domestic dispute. The caller stated that he had been in a physical dispute with his brother, Shane Hay. Subject stated that Shane had left the scene in a blue Jeep Grand Cherokee.  Officer then made contact with Shane's father, via public service. Father stated that he had driven Shane from the residence and would return with him. Having prior knowledge that Shane had an active warrant for Disorderly Conduct out of Whitehall Police Department, a Deputy located the suspect vehicle and initiated a traffic stop at US 42 and North Chillicothe street. Deputy then placed Shane into custody. After speaking to Shane and upon further investigation he was transported to Tri-County Regional Jail for Domestic Violence.  Refer to case for further

On the stated date and time, Officer was dispatched to the listed location in reference to a possible theft. Upon arrival, Officer made contact with reporting party who advised a white male had just left his property after tearing down a "TRUMP 2020" flag that was hanging up on his porch. Reporting party advised that subject fled the scene in a silver Volvo station wagon. Possible case to follow.

On the stated date and time, Officer received a call at the police department. Caller advised her kids were outside playing in the back yard when a silver Honda CRV pulled up and stopped in the alley behind the residence. The driver, described as a dark skinned white male, black hair and moustache, rolled down the driver's side window. He stared at the kids and pointed an unknown object at them, that was round and thought it was a firearm. Caller’s husband was outside and only saw the vehicle leave southbound on the alley. There were no other descriptors on the vehicle and caller advised that they had never seen it in the area before. Caller was advised to contact the police department if she observed it again.

On the stated date and time, Officer responded to the listed location in reference to a noise complaint. The caller stated that there was a party at the listed location with loud music. Upon arrival, Officer made contact with a small group listing to music in front of the residence. Officer made contact with the homeowner who apologized and agreed to keep the noise down. Officer then returned to patrol.

On the stated date and time, Officer observed a male subject sitting in the doorway of the listed location. Officer made contact with the subject who advised that he had been given a ride to his friend's house and then left with no ride back.  After speaking further, subject agreed to return to friend’s residence to get a ride and left the area on foot..  After checking the surrounding businesses and locating nothing out of the ordinary, Officer returned to patrol.

On the stated date and time, Officer  was on patrol when Officer observed Chelsie Still swinging on the swing set at the listed location. Due to the playground being closed, Officer  made contact with Chelsie, who stated she was unaware of it being closed.  Officer learned Chelsie had a possible warrant out of Union County Common Pleas for Drug Possession.  Chelsie admitted that she had a bag of fentanyl in her bra.  Chelsie was detained and placed in handcuffs.  A female medic arrived on scene who helped remove the fentanyl from Chelsie's bra.    Dispatch then advised that Chelsie had a summons on indictment.  Chelsie was advised of this court date, and released.  Possible charges pending.

On the stated date and time, Officer received an anonymous complaint of several people inside the playground, located at the north side of the listed location. Upon arrival, Officer made contact with several people who were playing on the playground and having a graduation party. Officer advised them that the playground was closed, but allowed them to continue their activities. Officer replaced the caution tape that had been removed and adjusted the signage so that people would see that it was closed. After determining everything to be fine, Officer returned to patrol.

On the stated date and time, while on routine patrol, Officer observed Seth Hall walking southbound on Shepper Avenue near East Main Street.  Officer having knowledge that Seth needed to be served charges;  Officer made contact with Seth and placed him into custody, without incident.  Officer transported Seth to the police department, where he was served a copy of the charges for Inducing Panic and Disorderly Conduct (PCPD Case #20-133-M).  Seth was released and given a courtesy ride back to East Main Street and Shepper Avenue.  Officer then returned to patrol.

On the stated date and time, Officer responded to the listed location in reference to a suspicious vehicle. The caller stated that an unknown vehicle had been parked at the listed location for approximately one hour with their headlights on. Upon arrival, Officer observed a Honda CRV and made contact with the driver and her passengers. Driver advised that they had been sitting at the listed location talking and lost track of time. Officer advised driver that she was just passed curfew and that she would need to go home. Driver apologized and stated she would return home immediately. After all parties had left the area, Officer returned to patrol.

On the stated date and time, Officer responded to the listed location in reference to suspicious circumstances. The caller stated that she heard what sounded like a firearm being shot in the alley near her residence. Upon arrival, Officer made contact with several residents in the area, but no one had heard the noise. Officer then made contact with subject, at her residence.  who advised that she had ran over a milk jug around the time of the call causing a loud popping noise. After checking the area and locating nothing out of the ordinary, Officer returned to patrol.
