Officer initiated a traffic stop with the vehicle and made contact with the vehicle driver, Angelo Tocci, and his passenger. After further investigation, it was found Angelo was under suspension and operating on the registration of the previous owner. Angelo was later issued a traffic citation for BMV 12 Point Suspension, OVI Suspension, No Valid OL, and Operating on Tags of the Prior Owner. Angelo's vehicle was towed to the PCPD impound lot. The anonymous caller advised a male in an orange/red jacket knocked on her door and asked if he could come in. The caller advised this made her uncomfortable cause she did not know the man. Upon arrival, Officer made contact with subject who was sitting outside of Apt: 11. Subject advised he recently got out of Jail and walked to Plain City to find the apartment he had been staying at locked. After further investigation it was found the tenant of Apt: 11 is currently incarcerated. Officer advised subject he could not let subject into the apartment but offered subject a courtesy ride to McDonalds. Officer then transported subject to McDonalds and dropped him off. Officer then spoke with a subject who witnessed some of the altercation. Subject advised he believed that caller scratched herself in an attempt to get mother in trouble/out of the house. Officers then attempted to speak with caller further about the incident. Caller began talking over Officers, interrupting Officer, and was being uncooperative.
