Upon approach the officer could smell an odor of alcohol emitting from the vehicle.  The driver admitted to using her phone while driving. After further investigation, Anamilet Artis, 23, of Delaware, was arrested and charged with OVI and Texting while Driving. She submitted to a BAC test, which resulted in 0.152%. She was released to a responsible party.
