Caller advised that before he knew she purchased the ticket, he saw the charge, believing his card had been hacked, caller deactivated the card. Caller requested that Officer attempt to get a message to his wife and also perform a welfare check due to her mental history. Officer contacted the Tampa Airport Police and spoke with Sgt on duty. At 1705 Officer received notification that Tampa Airport Police had made contact with wife and that she appeared to be okay. Caller advised that there is loud music and constant loud banging and other noises coming from her across the street neighbor. Caller asked about a noise ordinance, which Officer told her that Plain City does have, but it has specific hours attached to, but that those hours begin in the late evening. Caller said that nothing was occurring during the restricted hours. Officer offered to go and speak to her neighbor anyway, but she declined fearing retaliation. Upon arrival, Officer spoke with Billie Kelley, the driver of a white Honda CR-V who advised Officer she was at the stop sign on West Ave about to turn right (southbound) when she entered the roadway and struck the passenger side of a silver Hyundai Elantra. The driver of the Hyundai, confirmed what Billie advised Officer. Both vehicles were drivable. Billie was later issued a citation for Failure to Yield at a Stop Sign. Officer initiated a traffic stop with the vehicle on the lot of Domino's. Officer made contact with the driver and advised him why Officer stopped his vehicle. While speaking with driver, Officer could detect the odor of raw marijuana emitting from the vehicle. Officer conducted a probable cause search of the vehicle and located a small amount of marijuana and a blunt. The items were seized for destruction.
