After further investigation, the driver, Cesar Larancuent, 33, of Madison Township, was arrested and charged with OVI, OVI Super Concentration and cited for Speed. He submitted to a BAC test, which resulted in 0.206%. He was released to a responsible party.

After further investigation, Larry Zornes, 36, of South Charleston, was issued citations for ACDA, No Operators License and Driving under OVI Suspension. The vehicle was towed to the PCPD Impound Lot.
